Minister of Local Government Balaam Barugahara has expressed shock at a kitchen constructed at Panyimur Health Centre III in Pakwach District that reportedly cost Shs350 million. The revelation came during the Minister’s ongoing “Expose the Corrupt” campaign inspections in the West Nile region. Leaders informed him of serious concerns surrounding a project valued at approximately Shs2.5 billion (some reports put the broader works at Shs2.9 billion) implemented under the Ministry of Health. According to local leaders, the newly constructed outpatient department has a collapsing ceiling, while cracks have developed in the latrine. Money intended for a perimeter fence was allegedly diverted to construct the kitchen, which itself developed cracks. Barugahara inspected the facility and viewed the kitchen that is said to have consumed Shs350 million. The quality of work was described as not matching the level of investment. The Minister’s visit also highlighted other irregularities in Pakwach, including a road project where nearly Shs900 million was reportedly spent on only about 10 metres of a planned one-kilometre low-cost surface road. Earlier related actions in the district saw the arrest of the Panyimur Town Clerk and engineers over shoddy road works. Barugahara directed further investigations into the health centre project by relevant anti-corruption agencies. The findings form part of a wider pattern the Minister has been exposing across multiple districts since taking office, ranging from ghost workers and inflated contracts to incomplete projects and diversion of public funds. A kitchen costing Shs350 million at a health centre while basic structures show early signs of failure raises serious questions about value for money, supervision and accountability in public construction projects.
