📷 URSB Registrar General Mercy KainobwishoThe Inspector General of Government, Lady Justice Naluzze Aisha Batala, has ordered the immediate interdiction of Uganda Registration Services Bureau (URSB) Registrar General Mercy Kainobwisho and three other senior officials as investigations into alleged corruption and mismanagement intensify. The other officials interdicted are Deputy Registrar General Alex Aganya, Commissioner for ICT and Innovations Arthur Kwesiga, and Assistant Commissioner for Business Registration Services Walid Kule. The IGG directed Justice and Constitutional Affairs Minister Norbert Mao to effect the interdiction of Kainobwisho, while the URSB Board was instructed to interdict the three other officers. The action is intended to protect the integrity of ongoing investigations and prevent possible interference. The interdictions stem from a July 24 directive by President Yoweri Museveni ordering an audit into allegations of embezzlement of government funds, abuse of office, institutional mismanagement, money laundering and maladministration at URSB. The President directed the IGG to lead the probe with assistance from State House auditors. Minister Mao has since appointed Mustapher Ntale, the Deputy Registrar General in charge of Registries, as acting Registrar General until further notice. A planned residential executive training for URSB officials at the National Leadership Institute in Kyankwanzi was also halted. The allegations that triggered the presidential intervention were raised internally, including by Commissioner for Business Registration Gilbert Agaba, who cited inflated ICT contracts, irregular procurements, weak financial controls and other governance concerns. URSB has confirmed that an audit is underway in accordance with established procedures and that services to the public remain available. No findings have yet been publicly released, and the officials have not been declared guilty of any offence. Interdiction is an administrative measure pending the outcome of investigations. The developments at URSB, an agency responsible for critical business, property and intellectual property registrations, will be closely watched for both the integrity of the probe and continuity of service delivery.
