Parliament’s Committee on Commissions, Statutory Authorities and State Enterprises has suspended scrutiny of the Auditor General’s report on the Insurance Regulatory Authority (IRA) following a leadership dispute. The pause came after Dr Protazio Sande appeared before the committee as Acting Chief Executive Officer, while Dr Ibrahim Kaddunabbi Lubega also presented himself as the Chief Executive Officer. Committee Chairperson Hon Muwada Nkunyingi (NUP, Kyadondo County East) said the committee will seek clarification from the Permanent Secretary and Secretary to the Treasury on who lawfully heads the Authority. Former Board Chairperson Dr Isaac Nkote Nabeta told the committee that the Board had declined to recommend Kaddunabbi for reappointment. Current Board Chairperson Keto Nyapendi Kayemba said that decision was upheld and Dr Sande was appointed in an acting capacity. The committee has also requested a copy of the court injunction in Kaddunabbi’s case. The High Court has halted the appointment of a substantive Chief Executive Officer while allowing Dr Sande to remain in the acting role pending determination of the dispute. The leadership row has temporarily halted parliamentary oversight of the Auditor General’s findings on the Authority.
