The Inspectorate of Government has exposed widespread recruitment irregularities at Parliament, revealing that 182 employees were hired without public advertisements between October 2021 and June 2026.
In a human resource audit report submitted to President Museveni, Inspector General of Government Justice Aisha Naluzze Batala stated that the Parliamentary Commission resolved on 16 September 2021 to recruit staff through headhunting or from lists of former interns, contrary to its own Human Resource Policy Manual.
As a result, no vacancies were publicly advertised for nearly five years. The IGG noted that this practice “disenfranchised eligible Ugandans from employment opportunities with the Parliament Commission and likewise denied Parliament access to the best skill set.”
The audit also found cases where recently recruited employees were promoted ahead of long-serving staff due to the absence of clear promotion guidelines. Some of those hired lacked the minimum academic qualifications required for their positions.
The Inspectorate has recommended a full review of the personal files of all affected employees and reforms to restore transparency, accountability and fairness in parliamentary recruitment.
