Buikwe South MP and physician Dr Bayigga Lulume has addressed an open letter to President Yoweri Museveni following the circulation of a leaked video showing opposition activist Sam Mugumya in a frail state. In the post accompanying the footage, Bayigga described the person who recorded and shared the video as a “courageous son of Uganda.” He reminded the President of his positions as Commander-in-Chief, appointing authority and a leader who often references the Bible and is addressed as “Jajja.” Bayigga asked how much more suffering Museveni would like to see and how many more such videos would need to reach him before action is taken. Philosopher, teacher and cartoonist Jim Spire Ssentongo shared a separate clip of the President speaking, captioning it: “If he meant it, maybe he’s no longer in charge.” The post has been widely interpreted as a reference to past government assurances against torture and incommunicado detention. The interventions come days after National Unity Platform leader Robert Kyagulanyi (Bobi Wine) first shared the video, which shows Mugumya struggling to walk with the aid of a walking frame. Mugumya has been missing since his reported abduction from a Mbarara hotel on 26 August 2025. Security agencies have consistently denied holding him. The authenticity of the video has not been independently verified by mainstream media or official investigators. No formal response from State House or security agencies to the latest appeals had been issued by Monday morning.
