President Yoweri Museveni has appointed a new Public Service Commission (PSC), confirming nine members to the body responsible for recruiting, promoting and disciplining public servants.

In a letter to the Head of Public Service and Secretary to Cabinet, Lucy Nakyobe, the President approved the list of names she had submitted. The appointments fill the vacuum left after the contracts of the previous commissioners expired at the end of July 2026.

Vincent Seruma has been named Chairperson of the Commission, while Jane Sanyu Mpagi takes the position of Deputy Chairperson.

The other members appointed are:

Dr Anthony Taabu Munyaho

Dr Florence Mugoya Malinga

Dr Opio Alex Acholi

Kenneth Namboga Madete

Patrick Ngolobe

Mauda Norah Mugisha

and one additional member.

President Museveni also approved two reserve candidates: Sine Paul Claude and Dr Mackay Akoori Ecuman Okure.

In his letter dated 30 August 2026, the President stated that he had examined the criteria used in the selection process and found it acceptable. He further advised that the same criteria should be applied to other commissions.

The Public Service Commission plays a critical role in the management of Uganda’s civil service. Its responsibilities include advising the President on appointments to high public offices, handling promotions, confirming appointments, and exercising disciplinary control over public officers.

The previous commission had been unable to fully function after its members’ terms expired, affecting the approval of district service commissions and other recruitment processes across the country.

The new team is expected to be sworn in and begin work shortly, restoring the full operational capacity of the Commission.
