The Patriotic League of Uganda (PLU) has demanded that the Ministry of Finance and other government agencies immediately halt an alleged payment of about US$14 million (approximately Shs52 billion) linked to the Presidential Advisory Committee on Exports and Industrial Development (PACEID). Kasambya County MP David Kabanda, who serves as Executive Secretary to PLU Chairman Gen Muhoozi Kainerugaba, said the organisation wants all ministries, departments, agencies and local governments to suspend dealings with PACEID until questions surrounding its establishment, financing, staffing and accountability are resolved. The disputed payment is reportedly linked to a claim involving the supply of helicopters and other materials to the government of South Sudan. Kabanda questioned why Uganda’s Treasury would process such a payment. The demand comes amid a public dispute between Gen Muhoozi and PACEID Chairman Odrek Rwabwogo, who is also a son-in-law of President Yoweri Museveni. Gen Muhoozi recently declared PACEID an “illegal organisation” and announced that its members involved in corruption would be arrested. Rwabwogo has maintained that the committee was established by the President in 2022 and that only the President can disband it. He said the President has instructed the body to continue its work. Kabanda argued that Rwabwogo’s appointment as a Senior Presidential Adviser does not automatically create an independent government agency with authority to manage public funds outside regular government channels. The exchange has heightened tensions within the inner circles of power and raised questions about the legal status and financial accountability of PACEID. King Musah Media will continue following the developments.
